There is not much together, especially that are reasonably available.
Dogfish Head 120 Minute IPA is 21.00% and I see that in every sense. They are a result of Extra, 20.00%. Their world is Stout 18.00%, and it also provides Olde School Barleywine, 15.04%
Avery Mephistopheles Stout, 16.03%. They are also the Beast Grand Cru, to 14.90%.
All these factors have atleast 100 comments on BeerAdvocate, there are many more rare are above 14.00%, but for all the intentions that you will not find any, so I will not tell you their subject.
Yes, most alcoholic beer that I know is twice as strong. There are half a dozen I can think of that are stronger by traditional brewing (no freeze distillation). Many are listed on the wikipedia page beer.

At one Samichlaus was the strongest beer in the world. Sam Adams Utopia has the title now at 25% ABV (without gel distilling). After that Dogfish Head is one that is 22% and that is about 18%.
