A person can be forced into rehab alcohol against their will? Under what conditions? He is a brother who is in his 60s and probably involved in the drug too. And it is not financially able to pay for rehabilitation in a private fee, even if he is ready to receive treatment, which I'm sure he is not prepared.
As far as I know, people can not be ordered into rehab by the court. This means that your brother would be convicted of a crime being committed against his will.
Your situation seems very difficult. You may want to try to go to a support group or a meeting of Alcoholics Anonymous. Even if you're not the one with the problem of addiction, AA can be an excellent resource for families and friends of alcoholics. They can help you find affordable options for rehabilitation and give you strategies to deal with your brother.

The only way I think someone may be detained in a detoxification is whether they are considered a danger, and someone calls the police, or have committed a crime and is part of their sentence.

In some states, you can take a family member in court if they are a danger to themselves or others. Do not know which one anymore because the laws are changing faster than the average family size changes, the roll of toilet paper in the bathroom!
