No, this kind of thing is regulated by the state, and they certainly would not let you dig a well within the city of Los Angeles.
Even if you want to dig a pit outside the city, you must hire a licensed well driller. Water wells are all registered with the state. It is too dangerous to let people dig their own wells because of contamination of groundwater. We all drink from the same source.
