Parents can be arrested, accused of contributing to the delinquency of minors, a fine, jail time.

You clean the house, around parents, safe environment, then your parents under your rule and private property, once you leave your home open to the punishment of the law to drink, but stay at home while you are doing.

I do not know the parents supplying their children with alcohol, but if an adult gives a non-alcohol related minor, then they are punishable.
