Drug And Alcohol Evaluation

I am doing a research on drug evaluation alcohol college / sociology class but cannot find the answers I need anywhere. Does anyone know where and who administers them? Should they be certified? In addition, the assessor do patients take drug test or is it optional? What are the steps to complete an alcohol assessment drug /?
