Unfortunately much of the water crisis in Africa is political.

If the water were evenly distributed there would be no crisis.

Unfortunately, the only way water can be distributed evenly to bring the parties is at war with each other and agreeing to distribute supplies water evenly.

Unfortunately, it never will.

Basically, until you solve the political problems in Africa, you can not solve the water crisis.
