What is amber glass that gives it its color? Is it safe to use a regular jar of amber glass to drink? Is it something in amber that might leak into the cold or hot water (or other liquid), which would render it unfit for consumption?

I think a jar of amber glass must be perfectly safe to use for drinking. We use amber glass jars all the time to collect water samples for environmental analysis because they do not react with anything, or anything in the leaching of samples and they protect the UV light which could break the chemicals in the samples.
